Trying to connect over USB, but new 6.4 connects and disconnects a few seconds later.

I tried this on a MAC and a PC with VESC 0.94. It connects to both, but disconnects about 5 seconds later. The blue LED turns off too. 

The Tool displays this message for a second or so: "Der E/A-Vorgang wurde wegen eines Threadendes oder einer Anwendungsanforderung abgebrochen."

                                   "The E/A process was aborted due to a thread end or an application requirement. "

Have you tried a different cable? How are you powering the VESC?

If the blue light goes out then its a power issue.

I tried both, a lab power supply and 12s lipos. I tried it with and without my antispark and safety relay circuit. So without the relays and arduino it was just a direct connection to the bench power supply which can output up to 5A at 32V.  I tried it on two computers, PC and Mac, and with two different branded USB cables.

It also shuts down without the USB connection. The time is always different from 3-10seconds.

Please connect it directly to a power supply and nothing else, preferably share a video of the vesc the undesired behavior.

I did! I tried really everything. Lipo, Bench power supply, with and without the fancy circuit. It is always the same result.

If it does this directly connected to a decent power supply (the one you described should be perfect) power supply then you VESC is broken. How far are you from the Netherlands? If claiming warranty becomes in issue I can maybe help you out.

Thanks. Frank from Trampa told me on the esk8 forum to test the 5v output and it only outputs 2.8v. I have a good feeling  they will Fix it. If not, Ill contact you again. I am from Hamburg.

I would have one suggestion: Disconnect the extra cables, hall sensor, uart, encoder or whatever else is connected at the moment. If there is a short circuit of some kind on the 5V line, you would have <5V on the 5V supply lines. 

Just for differential diagnosis.

Increasing baud rate on VESC tool seem to solve the problem.

Be careful with ground loops! Sounds like you connected secondary devices to control your VESC. A ground loops can easily kill a voltage regulator. This is why I asked to masure the low voltage rails.
