Motor won't hold constant speed

Hello, this is my first post on here, so thank you in advance if you can help me with my controller!

I am doing a special project and have a Flipsky FSESC6.9 Plus (Based on vesc6.6) controller and a 63100 motor (single), running on a 48V power supply input. I'm using a PPM input (servo tester) and monitoring everything on my laptop. 

The problem I'm having is that if I set the signal to 1250usec, the motor comes on and runs at about 1800rpm (as measured by an external hall sensor). Then, slowly, the RPM picks up. Before long, it's going 2000+ rpm. The input signal stays the same with no changes. I'm not sure why it's doing that, but it's critical that I be able to control the speed at all times, or my project is sunk and I'll have to come up with a different solution. 

If I need to change any settings or switch to a different control method, I'll try it. But more importantly, I'd love to know what's causing it to do this speed up thing. I've never experienced anything like that with my RC stuff and I've been heavy into that since 2006.
