HELP! Underpowered motor!

Ok so I have a 60v 40 amp hour battery, Vesc controller, and my1020 motor. 
Either way this setup should be able to push 3000 watts nominal, or 6000 watts peak. Or at least close to. 
 

however my question is, I've adjusted a bunch of parameters and my bike is super slow maybe 20 mph and not even hardly torquey for that speed. 
 

what am I doing wrong? With a max current of 100 amps that thing should be pretty fast! Why does it pick up speed so slow? I get top speed is set by voltage but if I regear the whole bike won't even be able to get up to speed.

100A phase current or battery current?

To get more torque you need to up the phase motor current. 20mph with some gear down at 60v sounds about right though. Hard to say for sure as you not providing any specifics about your setup or controller configuration.

100amp battery current. 
I'm not sure what info you need. . It's just a basic Vesc and battery, cheap Amazon motor setup.

It's like the controller is limiting the motor. 
it has good power for up to ten mph and then the motor just completely cuts off. Idk if that makes sense.
