Setting the minimum ERPM in FOC mode?

I was wondering why it's not possible to modify the minimum ERPM in FOC mode like for BLDC mode. It seems that the value is set to 1500 ERPM by default. Some E-Skaters that run a low gear reduction have the issue that motor locks up at fairly high speeds, sometimes enough to throw the rider off:

As a workaround a user modified the motor config xml file and manually changed the value of l_max_erpm_fbrake_cc from 1500 to 200. This solved the issue for him. Is there a reason that I'm not seeing why this value should stay at 1500? If not, can it be added as a parameter in VESC tool? A lot of people seem to have the issue.
