Function for Scooters

I come from Switzerland where, as in so many countries, the maximum permitted speed, as well as the nominal wattage, are limited. This means for all owners of power scooters that they are not allowed to be driven on the road. And those who live in the mountains then come up the mountain with their scooter, often only at a snail's pace. Which is the case with most scooters designed for the city. My concern is to change the law that sets this limit through legal channels. And it's about being able to legally drive power scooters on the road in the future. Although I do not want to go into further detail here about how I now believe that I can change the law. (Which, by the way, I had already managed to do in another thing) Instead, I would like to limit myself to this, whereby I hope to find support.

So the question is whether there is anyone here who would have fun integrating another function into a VESC controller with a good display. Which should be a small thing for someone who knows how to do it. Because all it takes is a count down timer, reading data, a small menu in the interface and a symbol, or a letter, which is output on the display until the count down timer has expired. But here is what it should be:
 

The scooter should therefore be able to be unlocked via smartphone in order to be able to use the full power on private property. If you want to get back on the road with it, the scooter must also be trimmed to the permissible values via the smartphone. From this point on, the timer begins to expire and until the timer runs out, an icon appears on the display indicating that the scooter has been unlocked. (this is the legal trick to be able to change the law)  This means that the user has to wait until the timer has expired and only then can he drive it on the road. In the menu, it should then be possible to select the country-specific option that trims the scooter to the approved values.
