Has anyone encountered FOC settings data/calibration not saving after power cycle or resetting power? what could be the cause of this? is there a way to fixed this?

Faulty processor. You can try to re-flash it but in most cases the best thing is swapping the processor.
I have two identical Flipsky 4.12. One of them works ok, but the other one does not save all settings.
I also have a Flipsky 6.7 Pro. It saves all settings and performs somewhat better than the 4.12.
