tuning PID speed for the skateboard motor with hall sensors

I am having a hard time calibrating the pid speed for a skateboard motor that has hall sensors

above 1000 rmp it seems quite stable but below 1000 at low rpm the engine shakes and I see the dudy clycle "vibrate" oscillate, lowering the values does not improve

I suspect that the problem is the hall sensor that at low rpm has little resolution, is it possible?

If hall calibration well done, it could properly pass each step on erpm. It may also related with "sensorless erpm" value on hall calibration page.
