RPM increase

How can I increase engine RPM?
At 200mm in diameter, a 28-pole BLDC motor does not rotate faster even though I increase the e-rpm value (Flipsky Vesc 4.2 50A).
Battery is: 13S 6P lithium ion, 48V 15Ah

What do I do wrong?
