Download from here. It is either 46_47 or 48 or 410_411_412, depending on your hardware. 4.0 HW version does not exist! VESC based speed controllers would start with 4.6 onwards.
Go to Firmware tab in VESC-Tool, open custom FW tab and select downloaded FW. Upload Firmware in lower right bottom of the window. (arrow down)
