VESC for EU pedelecs

In the EU bicycles with electric support (pedelec) are allowed without an insurance and license plate under three conditions:

  1. Not more than 250 W electric power
  2. No engine support above 25 km/h (15 mph)
  3. Motor works only with pedals turning (no thumb gas)

For my pedelec project it would be elegant if no controller beside VESC was needed.

The first two conditions can be realized easily via VESC tool - max. power and speed (via erpm).

Now for the 3. condition - pedal sensors typically use a hall sensor and magnets on the chain wheel. How could I use this signal to stop the motor (from assisting) when the pedals stop turning?
