Firmware v7.00 won't stick over reboot

I have two VESCs HW v6.41 with FW v3.35.

 

Unfortunately the proposed solution of flashing the bootloader doesn't make it work, the old firmware just persists after reboot.

What shall I do?

Try flashing it via ST-Link programmer.
