PPM throttle detected in Vesc Tool but has no effect on motor

I'm trying to setup a PPM throttle, input displayed in Vesc Tool but the motor doesn't respond. PPM Mapping and Input Setup Wizard show correct input values but after the wizard completes successfully the throttle has no effect. I made sure to click "Write Configuration to Vesc" and to write app config but no luck. I can control the motor with keyboard if "APP to Use" is set to "No App" but not when it's set to "PPM" or "UART and PPM".. I'm sure I'm missing something really silly but after many attempts I think i need help :) 

If it can make any difference, the PPM signal comes from an arduino (ESP32-C6) running my own PPM implementation with pulse start, end, centre detected as 2.7, 22.7 and 12.7 ms
